Directly below them is Greater Terraian Empire which has Empire Spawning Allowed as a spawn setting. Using the above screenshot for reference the First Council of Nicaea has a spawn setting of Empire Spawning Forced. All pre-created empires default to using Empire Spawning Allowed as their spawn setting. Changing spawn settings is only available for empires the player has created.
